It depends on how his play compares to the play of his peers. If he played before the 1990's, he is a first ballot guy for sure. From 1990 to now and the immediate future, then he is probably in the Hall, but not a first ballot guy. In a couple of years, when his offensive numbers are compared to the new slugging SS of MLB, then he may not be in the Hall. Also, being that he plays a position where defense is a premium, his defensive number will also be taken into account.
