If he really is the top dog at his your school, i am guessing your in high school. It could be that he just wants someone he can win over easily, and not have to put all the effort into one of the cheerleaders who knows him and his personality. If you feel like he is being straight forward with you then thats your call, but i would suggest that you take it slow and make sure he is not just trying to get the easy girlfriend, or if he really likes you.
